Lok Satta, founded in 1997 by Dr. Jayaprakash Narayan (JP), a former Indian 
Administrative Service (IAS) officer, was the largest organized movement in 
India by 2004, aimed at democratic reforms and better delivery of governance 
services. Though Lok Satta's presence was limited to one state - Andhra Pradesh, 
(AP)3 - its objectives were pan-Indian. At 
the local level, Lok Satta members worked for better public services through 
collective effort. At the national level, they worked with other like-minded 
groups and individuals to build a national movement for governance reforms in 
the country.
 Because of the high credibility it enjoyed, Lok Satta has been successful in 
	bringing individuals and action groups together and has achieved success in 
	a number of reform initiatives.

  Lok Satta aimed at asserting people's 
	sovereignty through a free and fair electoral process, decentralization of 
	power and instruments of accountability like the right to information, 
	citizen charters etc. It also engaged in research/ advocacy projects in the 
	areas of political, judicial4 and 
	electoral reforms, instruments of accountability/anti-corruption measures, 
	and in the functioning of local governments."

		Background Note
		
	Studies by the United Nations Development Programme (UNDP)5 
	and Transparency International (TI)6 
	have shown that effectiveness in governance and human development are 
	correlated. In a survey7 conducted by 
	Transparency International (TI) in South Asia, between November 2001 and May 
	2002, all the respondents reported bribery in at least one of the government 
	departments they had interacted with (Refer Exhibit I). Gopakumar Krishnan, 
	Asia Programme Manager at the TI-Secretariat said, "The survey results show 
	that even when public services are meant to be freely available, bribes and 
	delays keep many from receiving them, and it is most often the poorest in
